Error message when you try to run the Rule Deployment Wizard in Microsoft Dynamics CRM 3.0: "Unknown error (0x80005000)"

When you try to run the Rule Deployment Wizard in Microsoft Dynamics CRM 3.0, you receive the following error message:
Unknown error (0x80005000)

•Microsoft Dynamics CRM 3.0
